The plan is organized and implemented synchronously at all levels and sectors from the city level to the grassroots level. The contents and activities of the Plan include:

1. Continuing to renovate and organize the apparatus of a streamlined, effective and efficient political system per the spirit of Resolution No.18-NQ/TW on a number of issues on renovation and organizational arrangement of the political system, streamlined, effective and efficient operation.

2. Promote administrative reform and implementation of the PAR Plan for the period of 2016-2020 and the PAR Plan for 2018 of Hanoi City.

3. Determining the responsibilities of the head; building a contingent of cadres, civil servants and officials from the city per the standard of communication and behavior wiht the ability and high professionalism in the performance of duties, the tasks assigned in the spirit of "satisfying people and the development of enterprises are the criteria to assess the level of duty completion".

4. Strengthening the supervision, inspection and examination of public duties; putting special importance to inspect specialized and unexpected topics.

5. Continuing to build and complete mechanisms and policies on economic management, urban construction, culture and society, security and defense.

6. Observing and taking advantage of the leadership and direction of the Government, ministries and central branches; of the Party Committees, the role of the People's Council at all levels, working closely with the Fatherland Front Committee as well as implementing the Grassroots Democracy Regulation.

7. Promoting information, propaganda, creating consensus, support and participation for the management and administration activities of the city authorities at all levels.

Departments, departments, branches of the City, People's Committees of districts, towns and districts develop specific implementation plans of agencies and units and complete before March 15th, 2018.
